A House leader insists that
Kentucky's horse racing industry is ''98
percent'' in agreement on legislation
that would expand gambling in the state.
Speaker Pro Tem Larry Clark said he
plans to file a proposed constitutional
amendment that would allow for expanded
gambling. He met with members of
Kentucky's horse racing industry
Thursday.
The plan included up to nine casinos
in Kentucky. Five would be controlled by
race tracks, and four would be located
elsewhere. Such a plan could bring in an
estimated $437 million a year, five
years after it's implemented. Clark said
40 percent of that would go to
education, while 20 percent would be
earmarked for Medicaid. Owensboro hotel
owner John Bays says he would like to
open one of those casinos.
